灾害事件
根据欧洲科学院科学咨询委员会(EACSAC 2018)今年早些时候发布的一份报告,全球洪水和极端降雨事件在过去十年中增长了50%以上,增长率为1980年的四倍多。异常高温事件,会引发农业旱灾和火灾,增长率为1980年的两倍多。 大部分全球灾害事件都归因于气候变化,并对洋流等产生深远影响。
主要根据减灾网(ReliefWeb)报告,几个飓风事件值得关注:一些加勒比海岛屿(海地,多米尼克等,甚至是波多黎各)仍饱受“伊玛尔”飓风(2017年9月)和“玛丽亚”飓风 (2017年9月至10月)影响。美国是损失最严重的,大量基础设施受损(如“玛利亚”飓风造成波多黎各900亿元)。 然而,就对当地居民长期影响而言,“玛丽亚”对多米尼克造成的损失大于14亿美元。
本节主要关注大气灾害,因为它们对粮食生产的影响往往大于地震和火山爆发等岩石层灾害的影响。 然而,2月25日巴布亚新几内亚发生了7.5级地震,是1922年发生的最大的一次地震,约有50万人受到严重影响。地震两个月后,四个省份仍有27万人需要援助,近4.5万人流离失所。 据开发计划署2018年报告,主要原因是山体滑坡、山泥倾泻导致许多传统水源受损,造成严重地缺水状态。
按类别的各类灾害情况
本监测期内,全球灾害影响相对有限。具体表现为:
热浪、火灾和干旱
本监测期内,澳大利亚部分地区发生持续旱灾,新南威尔士州塔斯拉的丛林中,大火烧毁了大量房屋。
然而,从对农业影响来看,最严重的旱灾发生在拉丁美洲地区,从2018年初,持续到3月份和4月初。 在乌拉圭,受影响最严重的地区为塔夸伦博、萨尔托、杜拉斯诺以及阿蒂加斯、桑杜、里维拉和里奥内格罗的部分区域。 缺水导致作物种植面积和养殖牲畜数量锐减,并可能后继影响粮食供应。 国家应急部门(SINAE)宣称,本次旱灾可能与拉尼娜有关, 可能会持续到年中或更长时间。
在阿根廷,与乌拉圭接壤的恩特雷里奥斯州于3月27日宣布,未来一年为农业重灾区。
欧洲和亚洲大部分地区(3月至4月)出现大范围热浪天气,从伊朗向东延伸至巴基斯坦、日本,向西延伸到东北非。 并打破许多国家的历史高温记录,巴基斯坦最高温(主要在信德省)达到45.5°C,伊拉克为43.8°C,土库曼斯坦40.2°C,乌兹别克斯坦和塔吉克斯坦分别达到37.2°C和35.3°C。 数千人因高温死亡。 可能会对农作物生长产生一定影响,但目前没有生长初期的估计数据。

严寒
2月下旬至3月中旬,英国和爱尔兰遭受冬季严寒侵袭。其中,风暴“爱玛”造成93人伤亡,媒体戏称其为“东部野兽”(维基百科 2018)。
热带气旋
2月3日至22日,强热带气旋“吉塔”波及了瓦努阿图、斐济、瓦利斯和富图纳、萨摩亚、美属萨摩亚、纽埃、汤加、新喀里多尼亚、昆士兰以及新西兰,造成约2亿美元的损失。 气旋带来的强降雨、洪水和风暴(在汤加风度达230公里/小时)摧毁了房屋和基础设施,汤加受损最严重。 斐济部分地区的作物受损,汤加作物损失惨重;农作物损失占总损失的75%,约为1.5亿美元。 “吉塔”是汤加有史以来遭受的最严重的台风; 除了农业之外,台风还对建筑物(私人和公共)和基础设施(供水,交通和通信基础设施)造成巨大破坏; 约有5万人受到此次台风的影响。

另外,在太平洋地区也出现了热带气旋,但没有造成严重损失。
洪水
来自欧亚大陆的重大洪水事件报告显示,3月中旬大陆东部地区发生洪水,例如白俄罗斯和俄罗斯伏尔加格勒地区的南部地区受到严重影响,洪水是由于积雪快速融化,涌入河床。 在俄罗斯,红十字会营救了11550人;3月底,阿尔泰边疆区也发生了洪水。
最严重的洪水发生在非洲,影响非洲之角的大片地区。3月初,中部和南部的大雨降临,山洪爆发,造成15人死亡。 在曼德拉县,至少有750间房屋被冲走,约有4500人流离失所。 高于常年的降水形成3至5月的多雨期,尽管降水偏多带来不利影响,但在长时间的干旱之后提供了土壤亟需的水分,不失为一个补救措施。同样强降水也引起了邻国卢旺达的担忧,造成一定地破坏。
4月初,布隆迪发生洪水和山体滑坡。 一周后,暴雨引起索马里山洪,造成巨大损失,困难条件下的难民雪上加霜;但伤亡很少,约有3万人流离失所。 在埃塞俄比亚,山洪造成阿法尔、奥罗米亚和索马里地区数十万人需要立即提供人道主义援助;几个村庄作物在开花阶段被毁,补种也来不及; 许多房屋和牲畜被冲走。 4月份肯尼亚也受到洪水的影响,主要发生在与索马里接壤的东部半干旱地区。 在非洲南部,4月中旬以来,坦桑尼亚北部出现大量降水。
2月底,非洲南部的博茨瓦纳也爆发了洪水。
